IFADEM was created within the framework of collaboration between political and educational authorities of the participating countries, the Organisation Internationale de la Francophonie (OIF), and the Agence Universitaire de la Francophonie (AUF) aided by their technical and financial partners (TFP).

The governance set up by IFADEM aims to ensure coordination between the actors, taking into account specific conditions in each country and the integration of the initiative into national programmes for continuous teacher training.
IFADEM’s Steering Committee is its strategic options body. It is jointly presided over by OIF’s administrator and AUF’s rector. Its members are IFADEM-participating ministers in charge of basic education, an advisor to the Francophone Union’s general secretary, and two directors of AUF and OIF. The steering committee submits strategic options for the initiative to the Francophone Union’s general secretary, and reviews its progress.
IFADEM’s Coordination Committee (ICC) presides over the initiative’s activities and monitoring. Directed by two coordinators, one appointed by OIF’s administrator and one appointed by AUF’s rector, it steers the initiative’s implementation, and coordinates the team in Paris and in participating countries.
In each country, the National Committee and its Executive Secretary are composed of members appointed by the minister in charge of basic education. The members of these institutions work in close collaboration with the ICC for the coordination of IFADEM’s operations, administration and teaching programmes.
The Advisory Group is IFADEM’s body for scientific follow-up. It is composed of international experts specialized in linguistics, education, the use of ICTs and open-distance teaching. Its members are appointed by OIF and AUF. They advise the ICC on scientific options for the initiative, especially in terms of research, evaluation and promotion within the scientific community.
Throughout the implementation process, IFADEM calls upon technical experts : linguists, educational specialists and specialists in long-distance teaching or information and communications technologies for education (ICTs). Technical experts support the national teams in the formulation of teaching content and the training of instructors. At the international level, they contribute to the formulation of transversal tools, e.g. for internal evaluation or the training of instructors, and participate in scientific communication activities in their respective fields of specialisation.
The Partners Group associates accredited representatives of IFADEM-participating countries in France, the General Secretary of CONFEMEN [Conference of ministers of education sharing the French language] or his representative, as well as representatives of technical, financial and institutional partners. Its main role is to provide information and promote IFADEM in the international community
International implementation of IFADEM
AUF and OIF had never before worked together on an initiative of such magnitude. Both organisations invested 1.5 million Euros each over three years for the experimental stage from 2008 until 2010, and pledged a joint contribution of 5.580.000 Euros over four years between 2011 and 2015.
IFADEM’s governing structures were instituted in order to avoid creating an additional administrative body, relying instead on existing resources: OIF’s education and training department Direction de l’Education et de la Formation—DEF, and AUF’s vice-rectorship for regional coordination, as well as the regional bodies of these two institutions.
AUF and OIF combine several assets for reaching their objectives:
Extensive experience in piloting co-operation projects with French-speaking countries gives meaning and visibility to a true, interdependent and resolutely modern francophone union in the field;
Their organisational status (international organisation for OIF and francophone operator for AUF) gives them a mandate to help decision-makers in the countries of the south choose and apply innovative systems which correspond to expectations and needs;
The complementarity of their activities allows them to cover all sectors where IFADEM operates;
Their command of information and communications technologies for education (ICTs) provides a basis for establishing a far-reaching open-distance training programme.
